California Governor Gavin Newsom publicly complained on X on Sunday, calling the vote a "capitulation" and a "betrayal" of working America.
The Democratic minority leader in the House of Representatives, Hakeem Jeffries, urged Republicans to honor their commitment to soon organize a separate congressional vote. The aim is to extend specific subsidies for "Obamacare," the primary public health insurance program for low-income Americans.
"Now we will have to see whether facts will be followed or whether they were just words," Jeffries told CNN.
The question of these subsidies remains at the heart of the protracted dispute between Republicans and Democrats that triggered the US budget crisis.
Since October 1, over a million federal employees have gone without pay. The disbursement of certain federal aid has been severely disrupted, and air travel has been impacted, evidenced by hundreds of flight cancellations every day.
