Security Forum 2025: “Moldova has become a successful testing ground for counterattack strategies”

Before the parliamentary elections on September 28, the Republic of Moldova was often viewed solely as a victim of cyber attacks, described as "a laboratory where Russia perfects its hybrid strategies before exporting them further." However, this perception has changed. Chisinau is now recognized as a successful testing ground for counterattack strategies. This was stated by Stanislav Secrieru, the Presidential Advisor for Defense and Security, during the Moldova 2025 Security Forum held on November 18 and 19 in the capital.

According to the presidential advisor, the first lesson emphasized is the urgent need to update legislation to enable institutions to intervene effectively. Russia is attempting to bypass laws by exploiting loopholes and vulnerabilities, and it is crucial that responses are prompt and have a lasting impact.

Stanislav Secrieru highlighted that it is less costly to prevent negative consequences than to address them after they occur. Achieving this requires cooperation and collaboration among institutions at various levels.

He also mentioned, “A second important element is the need for strong collaboration with external partners, as many hybrid attacks are prepared beyond our borders.”

Defense Minister Anatolie Nosatîi stated during the same event that, in light of security challenges in the Black Sea region and the unprovoked war initiated by Russia against Ukraine, the Republic of Moldova has prioritized strengthening its defense capabilities and has made significant progress with the support of its partners.

In a short period, the country has increased its involvement in external peacekeeping missions. Previously, these missions were conducted under NATO’s auspices, but now the Republic of Moldova also participates in missions coordinated by the United Nations and the European Union.

The minister pointed out, “These achievements were made possible through legislative amendments. In response to new challenges, we updated the National Security Strategy and established priority areas for the modernization of the Armed Forces. Our collaboration with partners has strengthened our capabilities, focusing on both personnel and equipment.”

Maciej Stadejek, Director for Security and Defense Policies within the European External Action Service, noted that the European Union Partnership Mission, which has been present in Chisinau for over two years, supports enhancing the resilience of the Republic of Moldova’s security sector against hybrid threats. This support comes through mobilizing experts who work with state institutions to identify and mitigate risks.

To act effectively, Stadejek emphasized the necessity of a clear understanding of the situation, stating, “We must accurately map all threats. Furthermore, for activities to have a lasting impact, they must be founded on legislation that allows institutions to intervene.”

The second edition of the Moldova Security Forum 2025 convenes government officials, diplomats, representatives from EU and NATO institutions, experts, and civil society members to analyze the increasing complexity of hybrid threats targeting democratic resilience, electoral processes, and the country’s European path.
