Mandatory health insurance in Moldova: Deadline and discount rules for 2026

The National Health Insurance Company (CNAM) has officially opened the payment window for the 2026 mandatory medical insurance.

Starting January 1st, non-salaried citizens must settle their health premiums to maintain insured status.

The standard mandatory health insurance fee for 2026 remains frozen at €645 (approx. 12,636 MDL), matching the rates from previous years. However, significant incentives are available for those who pay within the first three months of the year.

Early payment discounts

Between January and March, various categories of citizens can benefit from an 80% discount, reducing the cost to just €129 (2,527 MDL). This reduced rate applies to:

Unemployed professionals working in the legal and medical fields must pay the full premium of €645. This includes notaries, lawyers, judicial executors, mediators, and family doctors practicing independently.

Individuals who are technically insured by the Government but also hold the status of company founders or independent workers are still legally required to pay the fixed 2026 premium.

Payment methods and deadlines

Payments can be processed online via the government’s MPay service, at payment terminals, post offices, or commercial banks. To ensure the status is correctly assigned, citizens must use their personal identification number (IDNP) rather than a business tax code.

Failure to pay by the March 31st deadline will result in the loss of discounts. From April 1st, the full fee will apply, along with daily late-payment penalties. Once paid, the insurance status is valid until January 31, 2027.
