Moldova commits €2 million to EcoVoucher program for 2026 household energy savings

The Moldovan government will continue its flagship EcoVoucher program in 2026 with a confirmed budget of €2.04 million (approx. 40 million MDL).

Managed by the National Center for Sustainable Energy (CNED), the initiative aims to replace outdated appliances with energy-efficient models.

Since its launch two years ago, the program has assisted over 40,000 families, generating annual savings of 8 million kilowatt-hours. According to CNED Director Ion Muntean, these reductions have saved citizens nearly 30 million MDL in utility costs.

Strategic impact on energy security

Speaking on Radio Moldova’s Zi de Zi, Muntean emphasized that EcoVoucher has evolved beyond a social tool into a pillar of national energy security. By reducing overall consumption, the program lessens the national grid's load.

The mechanism requires beneficiaries to surrender old appliances for recycling. Partner retailers must transfer these units to authorized recyclers, ensuring the process meets environmental standards and includes verified documentation.

Shifting focus to large families

The program’s selection criteria have evolved to meet specific social needs. While 80% of vouchers in 2024 targeted the highly vulnerable, the 2025 cycle prioritized large households, some with up to 15 members.

For the 2026 rollout, authorities are conducting a detailed impact assessment to refine eligibility. Currently, selection is primarily based on family size and average energy consumption data from the national compensation platform.

Financial support and standards

Eligible participants receive vouchers worth €306 (approx. 6,000 MDL), covering up to 70% of the cost for new refrigerators or washing machines. All equipment must carry the European CE efficiency marking.

The government is currently in talks with international development partners to secure additional funding. While the current €2 million budget is secured, officials hope to expand the program's reach.
