Moldova to ban breeding of 11 dangerous dog breeds by 2027
The Republic of Moldova will prohibit the breeding and rearing of 11 dog breeds classified as potentially dangerous starting in September 2027. The measure, integrated into the Law on the Protection of Companion Animals, seeks to align national safety standards with European Union norms.
The National Food Safety Agency (ANSA) list includes breeds such as the Akbash, American Bandog, Pitbullmastiff, Brazilian Bulldog, and Wolfdogs. While some of these breeds are currently rare in the country, others like the Pitbullmastiff and American Pitbull Terrier have a documented presence.
Vadim Ruin, Vice President of the Cynological Union of Moldova, noted that the primary objective is maintaining public safety. He pointed to historical cases of behavioral and psychological instability within these specific breeds as a catalyst for the ban.
Controversy among experts
The decision has sparked debate among specialists and the public. Veterinarian Olga Mitioglo argues that aggression is a product of environment and training rather than genetics alone. She noted that the current law lacks restrictions on importing these animals or ownership of existing pets.
Current owners will be allowed to keep their dogs but must comply with strict new regulations. "Owners must register and sterilize their dogs and are prohibited from transferring ownership to third parties," stated Alexandru Manciu, Deputy Director of ANSA.
Phasing out high-risk breeds
Public opinion remains divided. While some citizens support the ban due to past safety incidents involving aggressive dogs in residential areas, others advocate for mandatory muzzling and better owner education instead of a total breeding ban.
ANSA urges citizens to refrain from purchasing or breeding these specific dogs to avoid legal conflicts when the law officially takes effect in 2027. The authorities hope for voluntary compliance as the nation transitions toward these new safety standards.
