Political deadlock grips Chisinau as budget and heating subsidies hang in balance

Chisinau municipal governance has reached a standstill as the Municipal Council (CMC) failed to resume its session for the second consecutive month. The meeting, originally convened on January 20, remains suspended due to a persistent lack of quorum, leaving critical administrative decisions and the city's annual budget in limbo.

The latest session collapsed today after councilors from the Action and Solidarity Party (PAS) failed to attend, leaving only 24 members present—short of the required majority. Shortly after, representatives from the Socialists’ Party (PSRM) also vacated the chamber, further deepening the institutional crisis.

Political blame games and fiscal disputes

Alexandr Odințov, head of the PSRM faction, accused both the Mayor’s office and PAS of deliberately stalling the 2026 budget. He claimed their primary interest lies in political appointments rather than fiscal stability.

Odințov has called for a new session on February 24 to address the "dramatic situation" of residents facing legal action over unpaid utilities. He noted that over 5,000 citizens were sued by the state heating provider, Termoelectrica, in 2025, with figures expected to rise this year due to withheld subsidies.

Performative tactics in the chamber

The deadlock was marked by performative gestures as councilors from the National Alternative Movement (MAN) placed photographs of the absent Socialists on their empty seats. This followed a heated exchange where MAN representatives accused the Socialists of "political inconsistency" regarding budget priorities.

MAN councilor Grigore Bejenaru criticized the PSRM for demanding a budget vote now, despite previously requesting its removal from the agenda. The meeting's chairman, Denis Șova, dismissed claims of voting irregularities, citing confirmation of legality from the State Chancellery.

Administrative continuity vs. legislative failure

Despite the legislative paralysis, MAN representatives insist the city’s executive branch remains functional. Councilor Tatiana Cazanțeva emphasized that schools, hospitals, and infrastructure projects continue to operate through the Mayor’s professional team.

"Chisinau does not have a budget crisis; it has a Municipal Council that refuses to take responsibility," Cazanțeva stated. Meanwhile, Liudmila Polodiuc (MAN) warned that granting additional heating subsidies without proper legal frameworks could trigger sanctions from the Court of Accounts and the State Tax Service.

Chiril Moțpan, representing the Dignity and Truth (DA) Platform, urged his colleagues to prioritize veterans' support and social projects over partisan confrontations. He expressed hope that the upcoming session would finally see a full chamber dedicated to solving citizens' pressing issues.
