Moldova’s 2026 budget: PM Munteanu signals September salary hikes for public employees

Prime Minister Alexandru Munteanu has announced that the first salary increases for teachers, doctors, and other public sector employees are slated to take effect this September. The Prime Minister confirmed during a broadcast on TV8 that the Government is finalizing a new Wage Law. Once debated and approved by Parliament, the revised pay scales will be implemented starting in the autumn of 2026.
The planned raises are fundamentally linked to national economic performance. Munteanu emphasized that the "Responsible Investment Budget," which saw capital investments surge by 55%, is beginning to yield results.
"We are seeing early signs of economic growth," Munteanu stated. "By mid-year, we expect this acceleration to provide the fiscal maneuverability required to sustain these public sector commitments."
Fiscal strategy and investment
The 2026 budget, approved on December 4, projects revenues of 79.6 billion MDL (approx. €4.06 billion) against expenditures of 100.5 billion MDL (approx. €5.12 billion).
While the deficit stands at 20.9 billion MDL (approx. €1.06 billion), the administration views this as a strategic gap. Capital investments have reached nearly 3 billion MDL (EUR 153 million) to stimulate long-term development.
Restoring pay equity
Minister of Finance Andrian Gavriliță previously noted that the forthcoming legislation aims to rectify systemic inequities. The goal is to bring "fairness and dignity" to the public payroll system.
In tandem with domestic reforms, the Prime Minister continues to negotiate with international investors across high-tech, agriculture, and finance sectors to bolster the nation's economic foundation.
