Moldova praised for reforms; €200 million Growth Plan tranche announced

The European Union is releasing a new tranche of the Growth Plan, totalling approximately 200 million euros. Marta Kos, the European Commissioner for Enlargement, made this announcement during a press conference in Brussels on March 17. At the event, she also announced the initiation of technical negotiations with the Republic of Moldova regarding the final three clusters.

“I am very pleased to announce that today the Commission has disbursed nearly 200 million euros to Moldova, following the country’s completion of another 24 out of 26 reforms outlined in the Growth Plan. This achievement positions Moldova as a leader in this area,” declared Commissioner Marta Kos.

The Brussels official emphasized that the Republic of Moldova has made “real progress” in implementing the necessary reforms for EU accession, but noted that there is still much work ahead.

She highlighted the importance of advancing reforms in the fields of justice and the fight against corruption, stating, “These are critical areas.”

With the opening of technical negotiations on the last three of the six clusters, “Moldova has everything it needs to progress in EU accession reforms,” she added.

“The Republic of Moldova is important for our security. You know what you must do, and you can count on our strong support at every step,” concluded Marta Kos.

We would like to highlight that the funds from the European Union Growth Plan for the Republic of Moldova, totalling €1.885 billion, will be allocated to the state budget as concessional loans and non-repayable grants. However, their utilization is strictly conditional on implementing reforms and investment projects that have an economic impact.

The grant component of the funding amounts to €385 million. Of this total, €135 million is allocated to co-financing capital investment projects, while the remaining amount is primarily designated for technical assistance.

As of now, the Republic of Moldova has received pre-financing of €270 million, which was disbursed in June 2025. In September 2025, a second tranche of approximately €19 million from this support package was also disbursed.

The Growth Plan, backed by the European Union, is the largest and most ambitious financial support package in the Republic of Moldova's history, with funds scheduled for disbursement by 2028.

The Facility Agreement between the Republic of Moldova and the European Union that outlines the specific modalities for implementing this support under the Reform and Growth Mechanism was signed on May 9, 2025.
