Chisinau hosts over 50 delegations for High-Level Conference on Social Rights

The High-Level Conference on Social Rights – European Social Charter will be held in Chisinau on March 18-19. This event will feature the Secretary General of the Council of Europe, Alain Berset, and for the first time, it will bring together a remarkable number of international officials responsible for social policy. Approximately 50 delegations from Council of Europe member states, European institutions, and international organizations are expected to participate in this gathering.
According to the Ministry of Labour and Social Protection, a conference will be held to discuss various important topics. These include protecting democratic stability through social rights, the future of work amid the rapid development of artificial intelligence and other technologies, and the challenges posed by rising living costs, demographic changes, and climate change.
Participants will also emphasize the significance of social rights enshrined in the European Social Charter and their role in promoting democracy, social cohesion, and inclusion in Europe. Additionally, they will explore the Charter’s contribution to the Council of Europe’s New Democratic Pact for Europe.
On the first day of the event, there will be eleven parallel sessions focusing on a range of issues. These include the digitalization of social protection systems, the implementation of the European Child Guarantee, enhancing social rights for young people, multilevel governance, the role of the European Social Charter in the digital age, Roma inclusion, health literacy, demographic resilience, and the connection between social rights and democratic stability.
The second day will feature the main conference, which will assess the impact of technological transformations and new forms of work on the future of employment, as well as the challenges arising from the cost of living, demographic shifts, and climate change.
This event is organized with the support of the German Government and Giz Moldova, the United Nations Children's Fund (UNICEF), the International Labour Organization (ILO), the UN Population Fund (UNFPA), the Austrian Development Agency (ADA), and UN Women. The conference will conclude with a signing ceremony for the revised European Social Charter, marking a significant commitment to promoting social rights and European cohesion.
Movement restrictions in Chisinau
In connection with the High-Level Conference on the European Social Charter, temporary access restrictions will be implemented in certain public areas of the capital.
The restrictions will be in effect on București str. within the perimeter of Maria Cebotari str. to Nicolae Iorga str., Maria Cebotari str. between București str. and 31 August 1989 str., 31 August 1989 str. between Maria Cebotari str. and Nicolae Iorga str,, and Nicolae Iorga str. between 31 August 1989 str. and București str.
Exceptions to these restrictions apply to social-cultural events previously authorised by Chișinău City Hall.
The General Inspectorate of Police will maintain public order, and drivers are advised to adhere to the directives of traffic officers, exercising patience and discipline on the roads while following the Road Traffic Regulations.
The European Social Charter is a treaty of the Council of Europe that guarantees fundamental social rights, including the right to work, social protection, health, housing and access to education. The document promotes social justice, inclusion and equality, playing an essential role in strengthening democracy and social cohesion in Europe.
