State offers non-reimbursable funding for entrepreneurs; calls open in April

The Organization for the Development of Entrepreneurship (ODA) announces the launch of new funding opportunities aimed at supporting small producers, digital innovations, and technological startups. This funding will be provided as non-repayable financial assistance through various programs backed by the Government of the Republic of Moldova and international partners.
The first call for grants will open on April 8 and remain active until the ceiling of 300 applications is reached across five development programs. One-third of applications are allocated to the CREȘTEM IMM support instrument, intended for the development of small and medium-sized enterprises.
70 applications will be accepted for the Digital Innovation and Technological Startups Support Program, and another 50 are reserved for the Women’s Entrepreneurship Support Program.
The other calls target the Program for Increasing the Competitiveness of Local Producers and Integration into Value Chains and the Small Producers Support Program.
Also, starting with April 20, the call for the submission of another 120 applications will be opened, including for supporting young people and migrant entrepreneurial initiatives.
Funds for the programs managed by ODA come from the state budget, European Union funding through the Reform Agenda, and development partners.
The total budget announced for 2026 is 300 million lei and covers the following programs:
• Female Entrepreneurship Support Program;
• Small Producers Support Program;
• Digital Innovation and Technological Startups Support Program;
• SME Development Program in the Tourism Field;
• Grant-free Financial Support Instrument for SME Development – CREȘTEM IMM;
• Program for Increasing the Competitiveness of Local Producers and Integration into Value Chains.
In 2025, ODA approved 810 investment projects for financing, totaling 346.4 million lei. This support generated planned investments of over 652.83 million lei.
