“Manuc Bey” director sanctioned by ANI for hiring nephew

Anatolie Sajin, the director of the Public Institution "Conacul Manuc Bey" Resilience and Conservation Center, is facing a fine ranging from 6,000 to 9,000 lei. This penalty follows the National Integrity Authority's (ANI) decision, which identified a conflict of interest after Sajin hired his nephew at the institution he manages.
The control was initiated in February 2026, and ANI inspector checks confirmed that the individual employed as a senior specialist is the director's nephew.
Between January and September 2025, Anatolie Sajin signed several documents related to his nephew, including the individual employment contract, job description, and award orders for occasions such as Easter and Independence Day.
The nephew's employment contract was terminated after eight months.
"I was misinformed"
Anatolie Sajin admitted to the infraction, stating that he was misinformed and believed he could hire only first-degree relatives.
“Indeed, the applicable legislation does not support my actions, even though they were executed without bad intent and in good faith. The information I received when hiring this individual was outdated, and the institution I manage has no one with legal expertise. From this, I learned an important lesson: I must verify the legality of any decision myself and stay informed about current laws,” Sajin explained to the integrity inspector.
The integrity inspector determined that Anatolie Sajin exhibited “clear negligence” by failing to disclose a real conflict of interest and by issuing legal documents in violation of the legal provisions governing such conflicts. The failure to declare the conflict of interest was considered “consummated” upon termination of the employment relationship.
However, ANI decided to impose a fine on Anatolie Sajin rather than requesting his dismissal from office or banning him from holding public office. Several mitigating circumstances were taken into account in this case, including the absence of direct material damage to the public interest, the singular nature of the offense—since the director had no prior violations—and Sajin’s admission of wrongdoing.
