Gagauzia election deadlock: Parliament speaker admits past legal exceptions were a mistake

Moldovan Parliament Speaker Igor Grosu characterized the decision to delay the application of the national Electoral Code in the Gagauzia region as a "strategic mistake" that facilitated current legal abuses.

The statement comes amidst a deepening political stalemate in the autonomous southern region. Comrat authorities continue to resist national standards, demanding further legal exemptions that bypass central oversight.

The legal impasse

Speaking on April 9, Grosu rejected accusations from Comrat that Chisinau is intentionally blocking regional elections. He argued that the local administration is attempting to institutionalize violations of the national Electoral Code.

"When exceptions are granted too frequently, they become a false normality," Grosu stated. He noted that previous concessions allowed the region to ignore national law for a full year, a move now viewed as detrimental to state integrity.

Jurisdictional conflict

The crisis reached a peak on April 3, when the South Court of Appeal suspended the regional elections originally scheduled for June 21. The court also invalidated the formation of a "Gagauzia Electoral Commission," an entity not recognized by Moldovan national law.

In response, Comrat officials issued a statement on April 6 accusing the central government of inventing "pretexts" to disenfranchise the region's citizens. Chisinau maintains that all democratic processes must align with the unified legal framework.

External influence and security

The Ministry of Justice has requested the Constitutional Court to clarify the boundaries of competence regarding regional elections. A resolution is expected later this year to allow the voting process to proceed legally.

Expert analyst and historian Ștefan Bejan warns that this legal friction is being exploited. He suggests that the Russian Federation is weaponizing these domestic disputes to trigger a broader political crisis and undermine public trust in Moldovan institutions.
