Moldova withdraws from CIS civil aviation modernization treaty

The Republic of Moldova is withdrawing from the CIS civil aviation modernisation agreement, adopted in Moscow on November 3, 1995.

According to Deputy Prime Minister Vladimir Bolea, the existing treaty has lost its relevance for the Republic of Moldova, as its aeronautical sector now operates exclusively in accordance with the standards set by the International Civil Aviation Organization (ICAO) and the European Union Aviation Safety Agency (EASA).

"By denouncing the agreement, we are eliminating outdated obligations that no longer align with the current direction of the country's development, which may create legal ambiguities concerning our European partners", Vladimir Bolea declared during a government meeting on April 15.

The Deputy Prime Minister also emphasized that this decision brings greater clarity to air operators and reaffirms the Republic of Moldova's commitment to aligning its civil aviation sector with European standards.

We remind you that, following the final vote in Parliament on April 2, the Republic of Moldova has withdrawn from the main agreements of the Commonwealth of Independent States (CIS): the Founding Agreement, signed in Minsk on December 8, 1991, and the Agreement on the Status of the CIS, adopted on January 22, 1993. This decision was approved with a vote of 60.

While the government asserts that Moldova's exit from the CIS is a necessary step to break free from Moscow's influence and clarify the country’s foreign policy, the opposition has raised concerns about potential economic losses, particularly regarding exports.

Several experts suggest that this decision was inevitable given the current regional context. Political analyst Mihai Isac stated on public television station Moldova 1 that the actions of the Russian Federation left no alternative. Meanwhile, Angela Grămadă, expert from Bucharest, asserted that it is impossible to remain part of an organization that includes an aggressor state.

As of now, the Republic of Moldova has denounced around 70 agreements within the CIS. Relations with member states will continue to be managed in accordance with the country's bilateral and multilateral legal frameworks.
