New digital service: online waste environmental permit for businesses
Environmental authorization for waste management can now be obtained online, following the complete digitalization and integration of the service into government platforms, as announced by the authorities.
The document is available in a digital format through the EVO application, the evo.gov.md portal, and the actpermisiv.gov.md platform, with access authenticated via an electronic signature. The new version of this service enables users to complete the entire process online—starting from authentication via MPass, submitting the application, paying the fee through MPay, and finally receiving the document.
This complete digitalization of the service replaces the previous system, which was only partially accessible through the “Waste Management” Information System, as specified by the Agency for Electronic Governance.
Applicants can submit their applications, pay the required fee, and receive their documents in electronic format after the examination period. The authorization process follows the tacit approval procedure, meaning that if the authority does not respond within the legally required 15-day period, the request is automatically considered approved.
The environmental permit for waste management is issued by the Environmental Agency and is mandatory for activities related to waste collection, transportation, treatment, and disposal, as outlined in Law No. 209/2016.
According to the Electronic Governance Agency, there are 131 online services available through the permissive acts management platform at actpermisiv.gov.md. Each year, the system processes over 100,000 applications for various permissive acts, including authorizations, certificates, and agreements.
