Moscow pushes for 5+2 format revival as Moldova and Ukraine signal its death

The Russian Federation is formally demanding the unconditional resumption of the "5+2" negotiating format for the Transnistrian settlement. However, both Moldova and Ukraine have rejected the proposal, labeling the platform obsolete in the current geopolitical climate.

Russian Deputy Foreign Minister Mikhail Galuzin described the 5+2 format—comprising Moldova, Transnistria, Russia, Ukraine, the OSCE, plus the US and EU as observers—as the "only recognized and effective mechanism." Speaking to the Russian outlet Izvestia, Galuzin blamed Chisinau and Kyiv for the format's paralysis since 2019.

A defunct framework

The 5+2 negotiations were effectively frozen following Russia's full-scale invasion of Ukraine. Kyiv now considers Russia’s role as a "mediator" a logical impossibility.

Ukrainian Ambassador Paun Rohovei stated that an "aggressor state" has no place in a peace dialogue. He argued that Moscow’s sole interest has been maintaining a military bridgehead in the Black Sea region rather than supporting the local population.

The shift to 1+1 pragmatism

Moldovan authorities agree that the 5+2 format has lost its relevance. Chisinau is now prioritizing the "1+1" platform, which involves direct talks between political negotiators from both banks of the Dniester.

"The 1+1 platform is sufficient for addressing the immediate needs of our citizens," Moldovan officials stated. Chisinau is advocating for a gradual, sector-by-sector reintegration of the Transnistrian region into Moldova's legal framework.

High-stakes meeting in Tiraspol

Moldovan Deputy Prime Minister for Reintegration, Valeriu Chiveri, is scheduled to meet Transnistrian negotiator Vitaly Ignatyev this Thursday, April 16. The meeting will take place at the OSCE Mission headquarters in Tiraspol.

This marks the second high-level discussion this year. The agenda is expected to focus on critical human rights issues, including the illegal detention of citizens like Evgheni Pancioha, as well as access to education and environmental management.
