Institutional failure in Novosibirsk: Agriculture Minister ousted amid veterinary security breach
Novosibirsk Governor Andrei Travnikov dismissed Agriculture Minister Andrei Shindelov during an operational meeting following systemic failures in rural development and biosecurity. The dismissal comes after a mass livestock culling campaign in Siberia and the Volga region resulted in the loss of approximately 90,000 animals.
Systemic failures and public grievances
Governor Travnikov cited a backlog of grievances as the primary reason for the termination. These include delays in integrated rural development programs, slow distribution of aid to producers, and a critical breach in veterinary security.
For the first time in decades, a dangerous disease—identified as pasteurellosis—was allowed to spread across the region. The administration admitted that biosecurity protocols were insufficient to contain the outbreak.
The viral catalyst
The Minister’s public standing collapsed in mid-March after a video went viral showing Shindelov evading Svetlana Panina, a local farmer. Panina had confronted the official seeking an explanation for the forced slaughter of her livestock.
Farmers across the Novosibirsk region reported that authorities often culled animals without prior testing or the owners' presence. The compensation offered failed to cover the actual market losses for both large-scale farms and individual households.
Scope of the crisis
The livestock crisis, which began in winter, has reached a massive scale across Siberia and Povolzhye. According to BBC Russian service estimates, the total number of culled animals has reached 90,000 heads.
This administrative overhaul signals an attempt by the regional government to distance itself from the scandal. However, the economic impact on rural communities remains unaddressed as biosecurity concerns persist.
