Moldova’s EU-backed energy program provides €1m in appliance vouchers for 3,000 families

Over 3,000 Moldovan families have modernized their homes with energy-efficient appliances through a €1.02 million (approx. 20 million MDL) government voucher program. Supported by the European Union, the initiative primarily targets the elderly and households with severe disabilities.

The latest round of the "Ecovoucher" program allowed beneficiaries to replace outdated refrigerators and washing machines with high-efficiency models. These upgrades are designed to slash electricity consumption in one of Europe’s most energy-vulnerable nations.

Direct impact on large households

Diana Culeac, a mother of five, is among the current beneficiaries. Before receiving a €306 (6,000 MDL) voucher, her family struggled with a malfunctioning refrigerator that could no longer preserve food. By adding €122 of her own savings, she secured a modern, reliable unit.

"For a large family, a working refrigerator is a necessity, not a luxury," Culeac noted. The program has been life-changing for many who, like her, could not afford the upfront cost of new appliances despite the long-term energy savings they provide.

Expanding the safety net

Since its inception in 2024, the program has evolved to include more diverse groups. Olivian Balan, Manager of the Ecovoucher Program, explained that while 2025 focused on pensioners and families with minors, the current session was expanded to include households supporting individuals with disabilities.

The broader strategic goal is clear: since 2024, over 40,000 appliances have been distributed nationwide. This transition to green technology has already saved Moldovan citizens a cumulative €1.23 million (24 million MDL) in electricity bills, proving that energy efficiency is an effective tool against poverty.
