Osmochescu on Moldova 1 TV: data protection is key to digitalization and AI

The Republic of Moldova is advancing its digitalization efforts as part of its European integration process. Authorities have reported progress in negotiations regarding Chapter 10, which focuses on the Information Society and Mass Media. However, business representatives caution that the development of artificial intelligence (AI) presents both opportunities for economic growth and innovation and potential risks. They emphasize the need for clear regulations, particularly strong mechanisms for protecting personal data.

According to Deputy Prime Minister Eugen Osmochescu, who also serves as the Minister of Economic Development and Digitalization, the Republic of Moldova is set to adopt a legal framework for digitalization by the end of this year, aligning it with European standards.

"We are making progress towards the adoption of the law by the end of the year, which will facilitate our integration into the EU space. The ecosystem of digitized services for both citizens and the private sector is advanced. We may even be serving as teachers to some countries that are learning from our experiences. Artificial intelligence represents a new frontier, and I believe no country currently has the necessary workforce for it. Unfortunately, this is something we are witnessing in the Republic of Moldova as well, but we are making strides in several areas. For instance, the EVO platform was designed as a pioneering initiative in Moldova, aimed at ensuring the interoperability of all digitized systems. Now, the EVO platform will also be utilized for artificial intelligence and content generation," stated Deputy Prime Minister Eugen Osmochescu during the "Bună Dimineața" show on Moldova 1 TV, in the edition aired on April 27.

In light of the fast-paced digitalization, Osmochescu emphasized that personal data protection will be a central pillar of the new legislation, providing additional guarantees for internet users.

"Personal data protection is a foundational aspect of the entire digitalization process and the application of artificial intelligence, especially as we integrate into the EU space and take significant steps toward harmonizing with European legislation. Personal data protection will be a key pillar. We will achieve this by adhering to international best practices and drawing from existing experiences, even in areas where we currently lack expertise," the official highlighted.

Alexandru Gozun, President of AmCham Moldova, commented during Moldova 1 TV broadcast that artificial intelligence, even in 2026, represents a balance of opportunity and risk. If implemented responsibly and supported by an adequate legislative framework aligned with European standards, it has the potential to enhance efficiency and productivity while contributing to a better society.

"Artificial intelligence in 2026 continues to be a combination of both opportunity and risk. On one hand, it can make us much more efficient and productive, and on the other hand, it can help to improve our society. However, we must be cautious in how we implement and select these tools to ensure they meet our needs. It is crucial to have a legislative framework that fosters development and promotes economic growth while encouraging innovation. As we align with European legislation, we must also ensure we retain our space for innovation and develop our products, enabling us to be producers of artificial intelligence tools rather than merely consumers," said Alexandru Gozun.

Additionally, it is noteworthy that the Republic of Moldova achieved, by the end of 2025, the goal set in the Reform Agenda of the Growth Plan for 2025–2027 regarding the digitalization of 75% of government-to-business (G2B) services.

Currently, 316 services for entrepreneurs (75.5%) are available online, along with 239 public services (57.7%).
