Vasile Plevan fails vetting; two anti-corruption prosecutors cleared as unbiased

Vasile Plevan, who served as the former interim deputy head of the Anticorruption Prosecutor's Office under Veronica Dragalin, repeatedly failed the external evaluation test for ethical and financial integrity. Radu Palencu also did not pass the vetting process. Meanwhile, their colleagues, anticorruption prosecutors Vasile Disculțu and Iulian Diaconu, met the ethical and financial integrity criteria established by the External Evaluation Commission.
The situation involving Vasile Plevan remains quite complex. Initially assessed by Panel A, his evaluation report was rejected by the Superior Council of Prosecutors (CSP) on February 19, 2026, and the CSP ordered a resumption of the evaluation process. After further examination, including a new hearing and a revision of the analysis methodology, the Panel concluded that Plevan does not meet the criteria for ethical integrity and recommended that he be denied promotion.
This decision comes in light of several controversial episodes that have cast doubt on his professional conduct. Plevan previously served as the interim deputy head of the Anti-Corruption Prosecutor's Office, but his interim position was terminated on March 5, 2025, by the then Prosecutor General, Ion Munteanu.
Plevan expressed dissatisfaction at the time, stating he was informed of his dismissal via email and was not provided with specific reasons for the termination of his interim role.
His name was also linked to a scandal in 2024, where he was accused of concealing a case of the rape of a minor—an accusation he denied, leading the Prosecutor General's Office to launch an investigation.
Earlier this year, in a separate incident related to the former "National" Hotel, Plevan sought the CSP's intervention, claiming that public statements by representatives of the Party of Change were damaging to his reputation. The CSP decided to notify the Prosecutors' Inspection to verify these statements, which would determine their truthfulness and impact on Plevan's image. Meanwhile, party representatives accused Plevan of obstructing the investigation into alleged illegal activities, a claim he firmly rejected.
Plevan's professional career includes his appointment as a prosecutor in Straseni in 2014, a transfer to Ialoveni in 2015, and a promotion in 2019 within the Anti-Corruption Prosecutor's Office, following a competitive selection by the CSP. He later became the institution's interim deputy, working under the leadership of Veronica Dragalin until her term ended in March 2025.
The external evaluation reports for Plevan and three other prosecutors have been submitted to the Superior Council of Prosecutors.
