Ukraine could hold presidential elections in spring 2027

Presidential elections in Ukraine may be held in spring 2027, contingent on Russia agreeing to end the war at the front line, stated Mikhail Podoliak, an adviser to the President's Office.
In a commentary for the Ukrainian weekly publication Apostroph, Mihailo Podoliak stated that technically, elections in Ukraine will not be possible before the spring of 2027, emphasizing that this timeline is contingent upon the progression of the war.
“I believe that these elections can only occur three months after the conclusion of a long-term truce. It’s not just about the elections themselves but about initiating the election process. However, it is certainly not feasible this spring or even in the fall,” said Podoliak, as reported by Agerpres, citing the Caliber.az portal.
According to Podoliak, Kyiv links the organization of elections to the theoretical success of military operations. These efforts are anticipated to lead to a cessation of hostilities along the contact line, with Ukrainian forces maintaining their current positions in the remaining parts of the Donbas under Kyiv's control, rather than withdrawing troops.
Russia currently controls nearly 99% of the Luhansk region and over 70% of the Donetsk region, both part of the Donbas mining area. Additionally, Moscow has made the cessation of hostilities and the resumption of peace talks contingent upon the unilateral withdrawal of Ukrainian troops from fortified cities in the Donetsk region—an unacceptable condition for Kyiv, as it would leave an open pathway for the Russian army to advance toward the Ukrainian capital and southern Ukraine.
Podoliak noted that Kyiv intends to continue attacks on "Russian export-oriented industries." However, he stressed that the effectiveness of this strategy depends on achieving key operational performance indicators of “over 50%,” as well as maintaining “systemic pressure” on Russia from Ukraine’s Western partners.
These remarks come at a time when martial law remains in effect in Ukraine, with its application extended until August 2, 2026, during which national elections cannot be held.
President Volodymyr Zelensky, who assumed office in the spring of 2019, succeeding Petro Poroshenko, has stayed in power past the expiration of his term. The presidential elections were originally scheduled for March 2024 but were postponed due to the war initiated by Russia.
Zelensky indicated that Moscow might consider such an arrangement if Ukraine could significantly disrupt Russian exports of petroleum products through long-range attacks. However, Pentagon assessments reveal that Ukrainian strikes on Russian energy infrastructure have not yet inflicted substantial damage to Russia's energy sector.
President Zelensky's term officially expired in 2024, yet the Kyiv authorities postponed the election process due to martial law and the ongoing war with Russia. Yesterday marked the seventh anniversary of Zelensky's inauguration as head of state.
