DECREE | Maia Sandu revoked Moldovan citizenship for five people linked to the so-called Transnistrian security structures

On May 25, 2026, Maia Sandu, the President of the Republic of Moldova, signed a decree revoking the Moldovan citizenship of five officers from the self-proclaimed Ministry of Security in the Transnistrian region. This decree took effect immediately upon signing.

According to the document, the citizenship of the Republic of Moldova was revoked for Alexandr Bulgaz, Denis Caramanuța, Nicolai Covaliov, Denis Marusic, and Evghenii Romaniuc. All of these individuals were born in the Republic of Moldova between 1981 and 1992.

This decision was made in accordance with Article 88 of the Constitution of the Republic of Moldova, which states that the head of state is responsible for resolving matters of citizenship. It also aligns with the Law on Citizenship of the Republic of Moldova.

The legal provisions referenced in the decree allow for the revocation of citizenship for individuals who have joined illegal military formations, served in the armed forces of an unconstitutional entity, or participated in an aggressor state's military. Additionally, citizenship can be revoked for individuals who have committed serious acts that compromise the country's interests.

The decree can be challenged in court.

According to the Law on Citizenship of the Republic of Moldova, "decrees of the President of the Republic of Moldova regarding citizenship matters may be challenged in court within six months from the date the respective decree comes into effect."

We recall that exactly three months ago, nine individuals were stripped of their citizenship in the Republic of Moldova. President Maia Sandu signed the decree on February 25, which affects those who have held or currently hold positions in unconstitutional structures on the left bank of the Nistru. In two cases, the individuals fought alongside the separatists during the armed conflict in 1992.

Additionally, seven people had their citizenship revoked six months ago. This group includes five Moldovans who were enlisted in the Operational Group of Russian Troops (GOTR) in the Transnistrian region. President Maia Sandu signed the decrees on November 27, 2022, to withdraw their citizenship of the Republic of Moldova.
