Moldova dismisses Russia fast-track passport scheme in Transnistria

Financial bonuses offered by Moscow remain the primary driver for residents of the breakaway Transnistrian region seeking Russian citizenship, according to Deputy Prime Minister for Reintegration Valeriu Chiveri. The official emphasized that this trend predominantly involves elderly residents attracted by Russian subsidies.

The financial incentive amounts to a minor monthly supplement of €7.65 (approx. 150 MDL). While the sum is modest, Chiveri noted that older individuals or pensioners facing difficult conditions view the extra funds as necessary support.

Shift in youth alignment

In contrast, the Moldovan Deputy Prime Minister stated that Russian citizenship has lost its appeal among younger generations. Youth in the region increasingly leverage the broader global opportunities provided by Moldovan citizenship.

Transnistria's youth show minimal interest in aligning their future with the Russian Federation. Today, a Republic of Moldova passport offers significantly better prospects for professional development and international education.

Constitutional supremacy

The Transnistrian region is home to approximately 350,000 people, the vast majority of whom hold Moldovan citizenship. Chiveri stressed that irrespective of how many passports an individual holds, Moldovan national legislation maintains absolute legal supremacy.

A passport demands loyalty and civic responsibility, not just rights, Chiveri stated. The legal framework of the Republic of Moldova strictly prevails across its entire sovereign territory, regardless of secondary foreign citizenships.

Moscow fast-track policy

The statements follow a decree signed by Vladimir Putin on May 15, which introduced a simplified process for Transnistrian residents to acquire Russian citizenship.

Under this decree, foreign nationals and stateless individuals over 18 residing permanently in Transnistria can bypass standard legal requirements to obtain a Russian passport. Chișinău continues to monitor the geopolitical implications of this fast-track policy.
