Moldova mandates cashless payments for businesses by July 2026

The State Tax Service of Moldova has announced that certain economic operators must accept cashless payments in Moldovan lei starting July 1, 2026. This mandate applies to businesses operating physical units that recorded sales over €25,510 (approx. 500,000 MDL) in the previous calendar year.
Eligible businesses must offer digital payment options through providers licensed by the National Bank of Moldova. This measure aims to modernize the local financial infrastructure and improve tax transparency across commercial transactions.
Exceptions to the rule
Exemptions apply to units operating exclusively with cashless systems and those located in rural villages or communes. However, rural businesses operating within larger municipalities, savings associations, and non-banking credit institutions must comply with the new rules.
Failure to install the required digital payment terminals will result in financial penalties enforced by fiscal authorities. Non-compliant companies face a fine between 204 EUR and 306 EUR for each recorded violation.
