Agriculture goes digital with new farmer's registry

The digitalization of agriculture is an essential aspect of the Republic of Moldova's journey towards European integration. The Ministry of Agriculture and Food Industry (MAFI) presented its key commitments and planned actions to align Moldovan agriculture with European Union standards during a meeting of the working group for the agri-food sector, which is part of the Economic Council under the Prime Minister.

The Deputy Secretary General of the Ministry of Agriculture and Rural Development, Ina Butucel, presented the progress and priorities for the negotiation chapters concerning agriculture and rural development, food security, and fisheries and aquaculture.

Among the projects currently under development is the Integrated Administration and Control System (IACS). This system will enable the Intervention and Payments Agency for Agriculture (AIPA) to manage payments to farmers, verify support applications, and monitor the use of public funds.

Additionally, the Ministry is implementing the Land Parcel Identification System (LPIS), which is designed to manage and verify agricultural land using geospatial data.

Furthermore, the Ministry of Agriculture and Rural Development is working on creating a Farmer's Register, which is set to become operational by the end of 2026. This register will centralize information on farmers and agricultural holdings, thereby facilitating the administration of payments and support programs.

The ministry's agenda includes additional tools necessary for aligning with European policies, such as the Farm Accountancy Data Network (FADN), the Agricultural Market Information System (AMIS), the Agricultural Knowledge and Innovation System (AKIS), and the organic farming register.

At the same time, the responsible institutions are preparing to implement European administrative and control mechanisms. In this context, the AIPA is expected to complete the accreditation process by the third quarter of 2027, an essential step in managing future European funds for agriculture and rural development.

Additionally, in the area of food safety, the National Food Safety Agency is enhancing its control and surveillance capabilities to meet European Union requirements.

According to the Ministry of Agriculture, Forestry, and Food Industry (MAFI), specific actions, responsible institutions, and implementation deadlines have been established for all chapters managed by the ministry, based on the criteria agreed upon by the Republic of Moldova in its EU accession process.
