Finance Ministry prepares reform of “First House” Program

The Ministry of Finance is planning a reconceptualization of the government's "First House" program, which will include an updated budget and new application rules for beneficiaries. According to authorities, the new official document will be presented by the end of this week.

The announcement was made on Wednesday, June 10, by Dina Roșca, the Secretary General of the Ministry of Finance, during the parliamentary session where the State Budget Execution Report for 2025 was discussed.

"We will present a comprehensive review of the entire program and its concept. This week, we will already have a revised concept," stated Dina Roșca.

The official provided an explanation regarding the temporary suspension of compensation in April 2026.

She explained that the suspension was due to an unexpected increase in applications. In 2025, very few applications were submitted, which led authorities to reduce the allocated budget. However, in December, following the approval of budget amendments, applications surged unexpectedly.

Consequently, this year's planned financing was based on low submission rates from previous years, resulting in a spring deficit.

The government program "First House" was launched in March 2018 and has been revised periodically. In 2024, the "First House Plus" version was introduced, expanding the number of beneficiaries, nearly tripling the maximum guarantee limit, and extending the maximum loan repayment period to 30 years.

To date, over 8,700 families have purchased homes through the program using the state guarantee alone, while almost 6,400 beneficiaries have also utilized the compensation mechanism.

We remind you that, as of April 1, the acceptance of new applications for the compensation component has been suspended due to the exhaustion of the budget allocated for the current year.

However, this suspension does not affect the granting of state guarantees for mortgage loans, which will continue as normal. Validated applications that have not yet received funding will remain on a waiting list for potential approval.
