Moldova opposition proposes Apa Canal Moldova national water strategy

The Our Party parliamentary faction has proposed a draft resolution to establish a national working group tasked with developing the "Apa Canal Moldova" strategic concept. The initiative aims to modernize and secure the country’s water supply and sewage systems amid growing infrastructure challenges.

According to Member of Parliament Alexandr Berlinschii, access to safe water has escalated into a critical public health and national security priority that requires a long-term state strategy.

The proposal follows severe utility disruptions across several municipalities. Recent infrastructure failures have left residents in the northern city of Soroca completely without running water, compounding ongoing supply crises in Balti and Sangerei.

The proposed cross-institutional working group will evaluate the current state of national water networks to draft mechanisms for utility regionalization and operator consolidation. The specialized body will comprise government officials, local authorities, utility operators, and international development partners.

The draft resolution is scheduled for official registration in Parliament in the coming days. The opposition faction, which holds six seats in the legislature, has invited all political blocs and sector experts to collaborate on the framework.

This legislative push aligns with the party's broader objective, announced in autumn 2025, to establish a centralized state-owned enterprise named "Water and Sanitation Services" to manage the country's fragmented utility sector.
