Moldova 112 system to integrate automatic EU eCall alerts

The Moldovan parliament approved amendments in its first reading to integrate automated vehicle crash alerts into the national 112 emergency system. The legislative draft formally introduces the eCall framework, aligning domestic emergency response with European Union interoperability standards.

The eCall technology utilizes vehicle-mounted sensors to automatically trigger a free emergency call to the 112 service during severe road accidents. The system transmits vital data logs and can also be activated manually by vehicle occupants via a dedicated SOS button.

Sovereign infrastructure and life safety

Ministry of Internal Affairs (MAI) General Secretary Valentin Cioclea emphasized the critical nature of the architecture during the parliamentary session. Cioclea noted that the mechanism functions independently, ensuring dispatchers receive immediate accident data even if car occupants are rendered unconscious.

The legal adjustment expands the operational mandate of the 112 service, enabling personnel to process and redirect automated telemetry to emergency response teams. The framework does not mandate retroactive vehicle equipment but forces importers to disclose whether new vehicles possess the technology.

Next-generation telecommunications integration

National Single Emergency Service 112 Deputy Director Constantin Gorincioi confirmed that the network underwent comprehensive structural compatibility tests throughout 2025. Local telecom providers updated the central grid to handle next-generation eCall-NG protocols optimized for 4G and 5G architectures.

The technical overhaul was heavily backed by a co-financing grant from the European Commission. The project also lays the logistical foundation for advanced emergency communications across Moldova, including real-time video streaming and automated text messaging.

The legislation is scheduled to fully enter into force on May 13, 2027, synchronizing with secondary electronic communication legal updates. However, the mandatory consumer disclosure clause for commercial auto retailers will take effect later, in 2030.
