"I can no longer serve in line with my principles": Prime Minister Alexandru Munteanu resigns. What's next?

The Republic of Moldova is left without a government. Prime Minister Alexandru Munteanu has announced his resignation: "I understand that I can no longer carry out my mandate."

"*Today I am ending my term as Prime Minister. I accepted the proposal to be Prime Minister with great responsibility and with the firm conviction that I can contribute to changing things for the better. The moment I understood that I could no longer exercise my mandate in accordance with the principles and beliefs I have, I chose to leave. I thank all my colleagues – ministers, their teams and the people who worked with professionalism and good faith. I will continue to serve my country from whatever position I find myself, regardless of where I live or the responsibilities I have, whether in the public or private sector. I believe that the duty to the country is not related to a position but to the commitment we maintain", Alexandru Munteanu wrote on his Facebook page.

Alexandru Munteanu was officially sworn in as Prime Minister of the Republic of Moldova on November 1, 2025, following the parliamentary elections in the fall of the same year, when he succeeded the Cabinet of Ministers led by Dorin Recean.

His candidacy, proposed by the Action and Solidarity Party, was approved by the Parliament in Chisinau with the vote of 55 deputies, the Munteanu Government assuming a governance program focused primarily on accelerating the European path.

Among the major commitments announced by the Munteanu Cabinet at the inauguration were the increase in the minimum wage to 10 thousand lei, the implementation of the 1.9 billion euro Economic Growth Plan and the completion of negotiations for accession to the European Union by 2028.

Alexandru Munteanu, an economist, university professor and businessman with a career spanning over 25 years in the field of investments, returned from Ukraine, where he had been based for several years, to lead the Government in Chisinau.

What happens after the Prime Minister resigns

In the Republic of Moldova, if the Prime Minister resigns, the entire Government automatically resigns.

The President of the Republic of Moldova appoints an interim Prime Minister, who is chosen from among the other members of the Government and who will hold office until the inauguration of a new Executive.

The resigning ministers continue to perform only administrative functions to ensure public affairs, but, according to the Constitution, they are limited in their actions. For example, they cannot adopt major draft laws, but only acts of a normative or individual nature, necessary for current administration, until the new Government is sworn in.

President Maia Sandu is to hold consultations with the parliamentary factions and then will designate a candidate for the position of Prime Minister.

In turn, he will request, within 15 days, a vote of confidence from Parliament on the activity program and the entire list of the Government, which will be debated in the Parliament session.

The legislature grants confidence to the Government with the vote of the majority of the elected deputies, and the president appoints the Government. The executive exercises its powers from the day of the oath-taking by its members before the president.

However, in the event of the impossibility of forming the Government, the president of the Republic of Moldova, after consulting the parliamentary factions, may dissolve the Parliament.

The legislature may be dissolved if it has not accepted the vote of confidence for the formation of the Government within 45 days of the first request and only after rejecting at least two requests for investiture.

During a year, the Parliament may be dissolved only once.

However, the Parliament may not be dissolved during the last six months of the mandate of the president of the Republic of Moldova, nor during a state of emergency, siege or war.
