Moldova political parties face fines as July 15 audit deadline looms

The Central Electoral Commission (CEC) has issued an official warning to all Moldovan political parties regarding their mid-year transparency obligations. Parties must submit their financial reports for the first half of the current year by July 15.

Submissions must be dispatched electronically through the specialized "Financial Control" information system. The CEC emphasizes that party leaders and treasurers bear personal liability for the accuracy of the transmitted data.

Under the current electoral legislation and the Contravention Code, late filings or incomplete data will trigger immediate sanctions. Non-compliant officials face warnings or fines ranging from €306 to €1,020 (6,000 to 20,000 MDL). Repeat offenses can lead to a partial freeze on public funding or direct referral to law enforcement agencies.

The regulatory push comes on the heels of newly aggregated financial data from the previous fiscal year. In 2025, Moldova's 38 registered political parties accumulated total revenues of €5.01 million (98.2 million MDL).

Financial power remains heavily consolidated within the country's main political forces. Three organizations alone concentrated 65 percent of all political funding, leaving the remaining 35 parties to split the rest. The ruling Action and Solidarity Party (PAS) secured 37 percent of total revenues, followed by the Party of Socialists (PSRM) at 19 percent, and Our Party at 9 percent.

State subsidies continue to act as the financial backbone of the political system, making up 60 percent of all party incomes. However, this represents a significant drop from 75 percent in 2024. The shift points to an increase in private funding, specifically through individual donations, which rose to 24 percent, and member fees at 9 percent.

Out of the total registry, 29 political parties qualified to receive state budget allocations in 2025, which amounted to €3.00 million (58.7 million MDL). This distribution was also highly asymmetric, with roughly 76 percent of the state funds flowing into the top three entities. PAS received 28.7 million MDL from the treasury, PSRM pulled in 12.9 million MDL, while Our Party was allocated 2.9 million MDL.
