Moldova PAS Lawmaker Alexandr Trubca Resigns Amid Real Estate Scandal

Alexandr Trubca, a prominent lawmaker and one of the four deputy chairs of the ruling Action and Solidarity Party (PAS) parliamentary faction, has resigned from his legislative post. The decision follows intense public scrutiny regarding his high-value real estate operations.
Trubca stated that public controversies surrounding his economic interests were damaging the reputation and institutional credibility of the pro-European ruling administration. He announced his formal resignation through a social media brief, confirming that his request had been submitted to parliament.
Ethics and political standards
The resignation comes shortly after Trubca publicly detailed his involvement in a residential development venture in Truseni, a suburb of Chisinau. The property development project is valued at approximately €818,414 (16 million MDL).
Trubca previously requested the National Integrity Authority (ANI) to review his business actions. He established a legal entity, QNA-Consulting SRL, on October 17, 2024, which controls a 25% stake in three land plots totaling 0.8 hectares.
The lawmaker noted that his resignation reflects a structural shift toward higher ethical accountability for public officials in Moldova. He emphasized that even a perception of ethical conflict should prompt public officials to step down from office.
Financial structures and succession
To finance the initial acquisition, Trubca brought in a private investment partner and contracted two personal loans from resident individuals totaling €199,488. He confirmed that he will retain his party membership within PAS to continue supporting Moldova’s ongoing European Union integration process.
According to institutional guidelines, Trubca’s vacant parliamentary seat is expected to be filled by the current acting Minister of Environment, Gheorghe Hajder. Hajder holds the 71st position on the PAS electoral list from the September 2025 legislative elections.
The next eligible alternate on the ruling party list is Roman Rosca, who was appointed as state secretary for reintegration policies in late June.
