Moldova requests €191.5 million third EU reform tranche

The Republic of Moldova is eligible to request the third tranche of 191.5 million euros from the European Union's Reform and Growth Mechanism. This eligibility follows the country's successful fulfilment of 18 of the 20 reform measures associated with the Growth Plan for the years 2025–2027, which will be evaluated in the first semester of 2026.

The semi-annual report on the fulfillment of payment conditions, as well as the Republic of Moldova's request for the disbursement of the tranche, were approved on July 10, during the meeting of the Interministerial Committee for Strategic Planning, chaired by Acting Prime Minister Eugeniu Osmochescu.

In the event of a positive assessment by the European Commission, the Republic of Moldova will receive approximately 157 million euros from this tranche, as part of the funds has already been granted as pre-financing in 2025.

According to a Government statement, the measures implemented in the first-semester target areas have a direct impact on citizens and the economy. The Executive mentions the launch of the "Green House" and "Growing SMEs" instruments, which support investments in energy storage solutions for households and enterprises.

In the communications sector, the necessary framework has been created for the progressive integration of the roaming market with the European Union and the expansion of the internet infrastructure.

At the same time, the mechanisms for combating corruption and financial crime have been strengthened. Corruption risks in hundreds of draft normative acts have been assessed, and in the field of the environment, the EcoAlert platform has been operationalized, which allows for more efficient notification of environmental problems, the Government's press release states.

The authorities also specify that four important investment projects are in the operationalization stage. Among them are the construction of the Balti Regional Hospital, with a planned investment of 117 million euros, as well as the energy modernization program of over 40 public buildings, with a total area of ​​over 150,000 square meters, and interventions for individual homes. The estimated budget of the energy efficiency program is 103.4 million euros.

In the field of education, the school rehabilitation and modernization project, worth 51.7 million euros, is currently being implemented. It provides for the expansion of the network of model schools by renovating and equipping 20 educational institutions.

At the same time, the project for the rehabilitation of the R7 Drochia–Costești–Cosăuți and M3 Chișinău–Comrat–Giurgiulesti–Romania roads, worth 232.1 million euros, provides for the modernization and rehabilitation of approximately 134 kilometers of national roads.

In parallel, for 2026, the Government has planned a portfolio of five more priority investment projects. These target infrastructure in vocational education, sustainable water supply and irrigation, agricultural development, the horticultural sector through the “Moldova Orchard. Phase II” project, tourism, heritage and strategic investments.

Another 40 reform measures planned for the second semester of this year involve disbursements worth 380.8 million euros. For 2027, 67 measures are planned, with a total estimated value of 593.4 million euros.

In October 2024, the European Commission adopted a Growth Plan for the Republic of Moldova, totaling 1.9 billion euros. The funding is contingent on the progress made in implementing the necessary reforms.

The first tranche of 289 million euros was disbursed in 2025 and focused on two main areas. The energy package provided compensation for electricity consumption and monetary assistance for heating during the winter months, as well as financing for energy-efficiency projects.

The second package emphasized significant investments in infrastructure. This included the rehabilitation of local roads in approximately 100 communities and the modernisation of around 200 kilometres of regional roads. Furthermore, funds were allocated to upgrade school canteens, support environmental projects, and rehabilitate the access road from Cantemir to the Fălciu railway bridge.

In March 2026, the European Commission made an additional 189 million euros available to the Republic of Moldova under the Reform and Growth Mechanism. This funding was provided after the successful completion of 24 reforms implemented by the authorities.
