EU opens Cluster 6 talks with Ukraine and Moldova in historic push

The European Union opened accession negotiations with Ukraine for Cluster 6 (External Relations) at an intergovernmental conference in Brussels on Tuesday, July 14, 2026.

A parallel accession conference opened the same negotiation cluster for the Republic of Moldova on the same day.

The talks formed part of an unprecedented marathon of four accession conferences held in a single day, which also included Albania and Montenegro. European officials described the event as a landmark moment unseen in over two decades of EU expansion.

A strategic shield for European security

EU Commissioner for Enlargement Marta Kos dubbed the session a "Super Tuesday" for bloc enlargement, emphasizing Ukraine's vital role in Europe's future security setup.

"Today, we open Cluster 6, which covers external relations alongside our security and defense policies," Kos stated. She highlighted that Ukrainians have built a powerful military capability through their resistance against Russia's war of aggression.

Kos added that integrating Ukraine delivers mutual strategic benefits by strengthening Europe's industrial base, enhancing continental safety, and reducing critical dependencies.

Accelerated pace despite ongoing war

Irish Minister of State for European Affairs Thomas Byrne noted that opening a second negotiation cluster just weeks after the Irish presidency took office confirms a rapid accession momentum.

Byrne praised Ukraine’s remarkable progress in aligning its national laws with EU standards while fighting an ongoing war of aggression.

Ukraine’s Deputy Prime Minister Taras Kachka emphasized that unified foreign and security policy is crucial as Russia continues its night strikes to overshadow diplomatic progress. Kachka confirmed that Ukraine has completed technical preparations for all remaining clusters and expects negotiations to press forward rapidly.

Understanding Cluster 6

Cluster 6 covers two key negotiation chapters within the EU framework: Chapter 30 (External Relations, including trade policy and humanitarian aid) and Chapter 31 (Foreign, Security, and Defense Policy, including sanctions alignment).

This milestone follows the launch of Cluster 1 (Fundamentals) for both Ukraine and Moldova in Luxembourg on June 15, 2026. Accession negotiations are structured across six thematic clusters encompassing 33 policy chapters.
