"Green House" program: 600 more applications reviewed; new call to open this fall

Over 1,050 households have already received approval for financing through the "Green House" program, managed by the Fund for Energy Efficiency in the Residential Sector (FEERM), while another 600 applications are under evaluation. The Director of the National Center for Sustainable Energy (CNED), Ion Muntean, emphasized that the large number of applications demonstrates the increased interest of citizens in energy efficiency investments.

"We are experiencing a high demand and strong interest in this program. So far, based on our initial call, we have approved over 1,050 beneficiaries for the first stage. This stage is crucial for identifying the measures that can be implemented, assessing their costs, and preparing the necessary information to make decisions regarding the measures and the funds allocated to each beneficiary," explained Ion Muntean, the director of CNED, during the "Zi de Zi" show on Radio Moldova.

With a budget of 200 million lei set aside for the second call alone, the state is subsidizing the modernization of heating systems, wall insulation, and the installation of renewable technologies, all with a focus on sustainable development in the country's districts.

"The application process is announced beforehand, and specific dates are provided for interested beneficiaries to submit their files. We are currently reviewing the applications submitted in the second call for applications. Once we complete this review, we anticipate launching a third call in the fall. Therefore, we encourage interested families to keep an eye on CNED's communication platforms for updates on when the next call will be launched," Muntean added.

After monitoring the projects already implemented, CNED has found that the funded measures contribute to a reduction in energy consumption and household costs by over 50 percent.

"The program finances various measures such as thermal insulation of walls, window replacements, energy-efficient doors, modernization of home heating systems, central heating installations, photovoltaic panels with storage batteries, and heat pumps. Essentially, we offer a wide range of measures to improve energy efficiency and reduce energy bills. According to our estimates, the impact on energy bills can be reduced by half," Muntean explained.

Additionally, FEERM includes a financing product specifically for condominium owners' associations, in which the state covers most of the costs of energy renovations.

"There is an open call for interested associations to submit their files in the first stage. The application process is relatively simple; we request information about the residential block, the governance of the association, energy consumption, and technical data regarding the physical characteristics of the residential building. In this financing product, the state covers 70% of the costs of energy repair works, while the remaining 30% is distributed according to the apartment owners' shares. Vulnerable households benefit from additional financial support that reduces their contribution," said Ion Muntean.


The "Green House" financing program is set to support an additional 1,000 households through non-reimbursable funding in its second call. For the 2026 edition, up to 30% of the budget will be allocated to projects in Chisinau municipality, while the remaining 70% will be allocated to applications from other localities in the Republic of Moldova. Beneficiaries can receive up to 200,000 lei, which covers up to 50% of the eligible investment value for housing efficiency improvements. Applications can be submitted online via the feerm.cned.gov.md platform.
