Moldova property revaluations push cadastral values up 2.9x
A nationwide real estate assessment in Moldova has increased average property cadastral values by 2.9 times.
Despite the evaluation covering 6.5 million homes and commercial spaces, property owners submitted only 7,429 appeals, representing a minimal 0.11% challenge rate.
Property owners have until July 31 to check their updated technical data and cadastral values on the national geodata portal.
Most contested technical parameters
The assessment marks the first comprehensive property evaluation of this scale in Moldova, aiming to establish a transparent and equitable valuation system.
The project was implemented by the Agency for Geodesy, Cartography, and Cadastre alongside national real estate authorities, with backing from the World Bank.
Apartments generated the highest number of disputes, accounting for over 3,400 filings (46.3% of all appeals).
Urban residential homes followed with 1,794 appeals, while rural residential properties registered 896 challenges. Technical property details accounted for 52.3% of all disputes, while disagreement over valuation models represented 44.9%.
Final values effective in 2027
An internal commission will review all filed challenges throughout August before finalizing the adjusted cadastral records.
Official notifications will be released in September, opening a second round of public consultations for property owners.
The newly validated cadastral values will officially take effect on January 1, 2027.
Agency officials clarified that higher cadastral values will not automatically translate into higher property taxes. Local municipal authorities retain sole legal discretion to set final tax rates.
