Romania PM-designate eyes Moldova model for commune mergers

Romania’s prime minister-designate Siegfried Muresan plans to replicate Moldova’s voluntary municipal merger model to consolidate rural communes across Romania, pledging to incorporate the policy into his upcoming governing programme, he told RFI Romania.

Muresan praised the territorial overhaul implemented across the Prut, noting that administrative consolidation has delivered tangible results in streamlining local administration. He stressed that adapting the framework remains a strategic priority as he prepares to present his cabinet lineup and policy platform before the Romanian Parliament.

Moldova slashes communes ahead of 2027 elections

Moldova's initial reform phase concluded on August 31, with 561 local councils—representing 63% of eligible mayoralties—successfully completing voluntary amalgamation. In September, central authorities initiated statutory mandatory mergers for more than 250 remaining communities.

The nationwide restructuring aims to reduce the total number of mayoralties from 892 to 292 following the 2027 local elections, eliminating 600 administrative units. To support the process, the Moldovan government pledged an incentive package exceeding €322.3 million (approx. 6.5 billion MDL) for consolidated communities.

These resources are earmarked for extending municipal water and sewage networks, natural gas infrastructure, and modern street lighting. Funding will also target local road repairs, public transport links, municipal waste management systems, and kindergarten upgrades.

Ten-day window for parliamentary confirmation

Romanian President Nicusor Dan officially designated Muresan on Monday, September 21, via a decree published in Romania's Official Gazette. Under constitutional guidelines, the prime minister-designate has 10 days to secure a vote of confidence in Parliament for his proposed cabinet and governing programme.

“I thank the President of Romania for this nomination,” Muresan wrote on social media, emphasizing that he intends to build a stable and competent administration. He noted that he will present his program directly to the parliamentary plenary for a final vote rather than returning the mandate if negotiations prove complex.
