Ukrainian President Volodymyr Zelenskyy stated in an interview with Reuters that the Ukrainian FP-9 missile, capable of reaching Moscow, will be ready in the autumn. Earlier in October, Zelenskyy had announced the first combat use of the FP-7 tactical ballistic missile, which has a range of up to 250 kilometers, DW reports.

The leader in Kyiv also stated that Ukraine would step up attacks on Russian oil refineries in response to Moscow's new strategy of targeting civilian infrastructure. According to Zelenskyy, Russia plans to expand the list of targets it strikes within Ukraine before the onset of winter.

Zelenskyy maintains that this "new doctrine" of attacks was approved by Russian President Vladimir Putin, and that potential targets include infrastructure, logistics facilities, roads, schools, and hospitals. In doing so, the Ukrainian leader says, Russia is attempting to pressure Ukrainian society and compel people to leave Kyiv and other major cities.

At the same time, Zelenskyy emphasized that Ukraine does not intend to retaliate by attacking civilian targets.

"We must respond using every available means. We must answer their attacks on our energy sector with strikes on theirs. Primarily on oil refineries—the source of the funds fueling this war," Zelenskyy stated. "But, of course, unlike them, we will not strike any civilian targets."
