Moldova requires clear legal rules for drone production

Moldova will permit military drone manufacturing only after establishing a comprehensive legal framework, with private firms operating under strict state oversight, Parliament Speaker Igor Grosu announced on Thursday.

Speaking before a parliamentary session, Grosu highlighted that the state lacks the rapid innovation capabilities found in the private sector. Consequently, private enterprise must lead development within a strictly governed environment.

“Obviously, their production will be strictly regulated,” Grosu said. “You must have authorization to manufacture these devices, clear rules on who receives them, and under what conditions. It is not as simple as buying sweets from a grocery store.”

When questioned about potential defense investors, Grosu noted that ongoing discussions remain under the purview of the Ministry of Economic Development and Digitalization alongside the Ministry of Defense, both of which are actively consulting with foreign partners and industry representatives.

Disinformation rebuttal

The clarification follows unverified claims circulated on October 16 by Chisinau Mayor Ion Ceban, who publicly alleged that equipment was already being installed for an assembly plant within the capital municipality.

Government Spokesperson Dumitru Ciorici promptly refuted those assertions, reaffirming that national defense security remains paramount but reiterating that defense manufacturing ventures cannot proceed without prior legislative updates. At present, no initiatives for military production plants are under governmental review.

Investigative reporting by Deschide.MD revealed that the claims originated from an anonymous letter sent to local newsrooms and messaging channels. The memo, allegedly from an employee of the Tracom Industrial Park, included photos of a commercial building but lacked rental agreements, business contracts, or regulatory permits.

A subsequent on-site verification confirmed that the premises cited in the allegations actually housed a commercial manufacturing facility for stretch ceilings.
