Moldova expands dual pension rights for disabled people

Moldova's parliament has approved legislation allowing people with severe disabilities since childhood to receive both disability and survivor's pensions, regardless of when their supporting family member died, from January 1, 2027.

Applications required to receive both pensions

Eligible beneficiaries will have to submit a separate application to the competent authorities to receive both pensions. Payments will not be granted automatically, Adrian Belîi, chairman of the parliamentary committee on social protection, health and family, said.

“People who submit their applications within 90 days of the law entering into force, starting January 1, 2027, will receive their pensions calculated from January 1, 2027. Those who apply after the 90-day deadline will receive the benefits from the date they submit their applications,” Belîi said.

The change removes a restriction based on the date of death

Until now, people with severe disabilities since childhood could combine disability and survivor's pensions only if their supporting family member had died after April 1, 2025.

The amendments remove that restriction, extending eligibility regardless of the date of death and eliminating the unequal treatment of beneficiaries in comparable circumstances.

More than 1,400 people expected to benefit

According to the bill's explanatory note, around 1,409 people could benefit from the new provisions in 2027, with the number projected to rise to 1,439 in 2028.

The measure is expected to cost 35.37 million Moldovan lei (approximately €1.8 million) in 2027 and 38.74 million lei (approximately €1.9 million) in 2028. The euro equivalents are based on the National Bank of Moldova's official exchange rate of 20.1523 lei per euro on October 22, 2026.

In 2025, parliament extended survivor's pensions and social allowances for the loss of a supporting family member to people with severe disabilities since childhood. However, those provisions applied only to cases in which the death occurred after April 1, 2025.
