Romanian authorities confirmed that Russian secret services coordinated a deliberate arson attack near the Carfil arms factory in Brasov on Sept. 14, marking Moscow's first military sabotage operation in Romania.

Coordinated European targets

The Romanian Intelligence Service (SRI) and anti-organized crime prosecutors at DIICOT stated that the operation shifted regional security concerns from theoretical analysis into criminal casework. Investigators identified a three-member cell recruited by Moscow, comprising two Belarusian citizens and one Ukrainian national, all residing in European Union member states.

German law enforcement subsequently arrested two cell members while they were preparing similar attacks against industrial infrastructure in Germany. Polish security forces located the third operative, confirming that the cell operated across multiple borders.

Operational intelligence revealed that Russian handlers provided the network with an extensive target list spanning several European nations. The targeted sites included state and private defense manufacturing plants, military logistics hubs, and facilities dedicated to training Ukrainian armed forces.
