CEC files eight contravention lawsuits regarding illegal financing in the elections in the Gagauz autonomy
The Central Electoral Commission (CEC) initiated on May 13 eight contraventional processes regarding the illegal financing of electoral contestants in the elections in UTA Gagauzia, who received donations from individuals, exceeding the maximum limit established by law, which is 11,700 lei.
According to the CEC, the maximum ceiling for cash donations was exceeded with the following amounts: • Evghenia Guțul (Political Party "Şor") - donations from 65 people, with a total excess of 458,800 lei; • Victor Petrov – donations from 21 people, with a total excess of 436,800 lei; • Grigore Uzun – donations from 7 people, with a total excess of 184,800 lei; • Serghei Cimpoieș – donations from one person, with a total excess of 148,300 lei; • Dmitrii Croitor - donations from 5 people, with a total excess of 102,100 lei; • Nicolae Dudoglo – donations from 3 people, with a total excess of 59,090 lei; • Mihail Formuzal – donations from 2 people, with a total excess of 18,600 lei; • Gheorghii Pavlioglo – donations from 2 people, with a total excess of 15,600 lei.
Thus, on May 5, the CEC officially notified the Central Electoral Council of Gagauzia to examine these facts.
"The inaction of the management of CEC Gagauzia, who have the capacity of investigative agents who ensure the collection of reports on financial management and have first-hand information about possible violations of the legislation, led to the commission of similar violations in the second round of the elections for the position of Governor ( Bascan) of Gagauzia. Thus, CEC additionally found donations made by individuals exceeding the ceilings for cash donations for contestants Evghenia Guțul and Grigorii Uzun", the CEC press release reads.
Therefore, the Central Electoral Commission intervened by finding and registering the eight contraventions. Each of the 106 donors, who are suspected of illegal financing by exceeding the ceiling of cash donations, are liable.
According to the Criminal Code, the illegal financing of political parties, initiative groups, electoral competitors or referendum participants by individuals is prohibited, manifested by exceeding the ceilings established by law or on behalf of third parties (anonymous) or by violating the rules established by the existing regulatory framework.
Violation of the respective rule is sanctioned with a fine from 30 to 90 conventional units (1,500 - 4,500 lei) applied to the individual or with a fine from 180 to 300 conventional units (9,000 - 15,000 lei) applied to the person with responsible positions .
