EU recommends accession talks with Moldova, Ukraine
The European Council is poised to recommend starting accession negotiations with both Moldova and Ukraine, a significant step forward for the two Eastern European countries in their aspirations to join the European Union.
The recommendation, contained in draft conclusions obtained by Radio Moldova, comes just days before the official EU summit on December 14-15th.
Moldova Hailed for Progress Despite Challenges
The draft conclusions commend Moldova's "substantial progress" in meeting the key requirements for accession, despite the "significant challenges" posed by the ongoing war in Ukraine and "hybrid actions" targeting Moldova itself. The document emphasises the EU's commitment to assisting Moldova in its reform efforts, particularly in the areas of the rule of law, justice, and fundamental rights.
Specific Recommendations for Moldova
While acknowledging the government's efforts, the draft also outlines specific areas for further progress:
- Justice Reform: The document encourages Moldova to "continue advancing in justice reform, as well as in the fight against corruption, with a focus on building a strong track record of investigations and convictions, including at high levels".
- Combating Malign Interference: Following the OSCE/ODIHR's preliminary findings on the recent local elections, the Council urges Moldova to ensure that "measures to counter malign interference are in line with international standards".
- Energy Security: The draft highlights the importance of "increasing Moldova's capacity for energy generation and strengthening measures related to renewable energy and energy efficiency".
Ukraine on the Path to EU Membership
The draft conclusions also recommend opening accession negotiations with Ukraine, confirming the widely anticipated "package deal" for both countries. The document reiterates the EU's unwavering support for Ukraine's independence, sovereignty, and territorial integrity, and pledges continued assistance in the face of Russia's aggression.
Recommendations Similar to Moldova's
Similar to the recommendations for Moldova, the draft document calls on Ukraine to:
- continue reforms in the areas of justice and the rule of law
- strengthen the fight against corruption
- ensure the protection of the rights of minorities
Georgia to be Granted Candidate Status
In another significant development, the draft conclusions recommend granting candidate status to Georgia. This decision marks a shift from last year, when concerns about Georgia's democratic trajectory under a pro-Russia government led the EU to withhold candidate status. The document suggests that the prospect of EU membership may now be seen as a more effective tool for promoting democratic reforms in Georgia.
Other Candidate Countries
The draft conclusions also provide updates on the accession progress of other candidate countries, including Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, and Turkey.
Summit to Finalise Recommendations
The European Council is expected to finalise its recommendations on the accession of Moldova, Ukraine, and Georgia during the upcoming summit in Brussels. The final decision on opening negotiations will ultimately rest with the EU member states.
