The "Gorgan" case: SIS and the Ministry of Defense, under the prosecutors' magnifying glass

The General Prosecutor's Office will investigate why the Intelligence and Security Service and the Ministry of Defense did not intervene in time in the case of the former Chief of Staff of the National Army, Igor Gorgan. According to a journalistic investigation, he allegedly collaborated and provided secret information to the Russian Federation's spy services for decades. The statement was made by the general prosecutor Ion Munteanu, during the show "In Profunzime" on ProTV. He added that the people responsible for the appointment and vetting of Gorgan in management positions will also be investigated, and if the information from the investigation, already confirmed by the SIS, turns out to be true, Gorgan could be charged with homeland treason.

According to Munteanu, the prosecutors requested information from the SIS regarding the revelations of journalists from The Insider, according to which Igor Gorgan allegedly provided secret data to the Russian military services. The purpose of the investigation is to verify the veracity of the information made public by journalists and to assess the impact it could have on the interests of the Republic of Moldova. The actions of the SIS and the Ministry of Defense will also be analyzed by the prosecutors, declared Ion Munteanu.

"It will be investigated why such acts could be tolerated for so long, when we have bodies specialized in countering such acts. (…) It is also the responsibility of the Ministry of Defense and the SIS to verify exactly the people who access such positions. (…) Such positions cannot be accessed simply through a conversation, there are notices, bodies that must be exposed, etc.", declared Ion Munteanu.

If the information presented in the journalistic investigation turns out to be true, Igor Gorgan could be investigated including under the aspect of treason, claims the general prosecutor. However, the decision to open a criminal case or not, he says, will be made only after evidence is gathered. Munteanu said that the Prosecutor's Office for Combating Organized Crime and Special Cases (PCCOCS) got informed about this case from the media and that it was not informed by the SIS.

“I don't want to make conclusions, but why didn't we know about this earlier or why PCCOSC, which is responsible for such investigations, has to find out from the media. (…) The prosecutor's office got informed from media sources and we immediately requested confirmation from the SIS. (…) The fact that SIS complied with the information is not enough for us to start criminal investigations. Some of the information arrived, certain reports, but the information is not complete, they did not make it clear to us", said Ion Munteanu.

We remind you that The Insider revealed the correspondence on Telegram between Gorgan and the colonel of the foreign military intelligence service of the Russian Federation (GRU), Alexei Makarov. Using his old connections in the Moldovan Ministry of Defense, the two began to have particularly active contacts in April 2022, that is, after the start of Russia's large-scale invasion of Ukraine. According to the investigation, the GRU was particularly interested in the weapons that Kiev was buying from neighboring countries, including the Republic of Moldova.
