Council of Europe opens AI treaty

The Council of Europe’s Framework Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law, Convention CETS No. 225, was opened for signatures on Thursday, September 5, during a conference of justice ministers from the member states of the Council of Europe in Vilnius.

The Republic of Moldova was among the first signatories.

The Framework Convention, which served as the basis for drafting the treaty, was adopted by the Council of Europe’s Committee of Ministers on May 17, 2024. Forty-six member states of the Council of Europe, the European Union, and eleven non-member states (Argentina, Australia, Canada, Costa Rica, the United States, Israel, Japan, Mexico, Peru, Uruguay, and the Vatican) participated in negotiating the treaty. Representatives from the private sector, civil society, and academia contributed as observers.

The treaty will come into force on the first day of the month following a three-month period from the date when five signatories, including at least three Council of Europe member states, have ratified the text. Countries from around the world will be able to join and commit to upholding its provisions.
