Moldova to receive €168 million EU Growth Plan tranche by March

Moldovan authorities expect the European Union to disburse the next installment of the €1.9 billion (approx. 37.4 billion MDL) Growth Plan for Moldova. Finance Minister Andrian Gavriliță announced that the funds are scheduled to arrive between late February and early March 2026.
This upcoming €168 million disbursement follows two previous installments totaling €288.9 million received in 2025. Those initial funds were primarily utilized to launch priority reforms under the EU’s Reform and Growth Facility.
The €1.9 billion package, spanning 2025 to 2027, consists of €385 million in non-repayable grants and €1.5 billion in concessional loans. These loans feature a 40-year maturity period and a 10-year grace period, offering significantly better terms than general market conditions.
Strategic investment focus
The financial assistance is designed to modernize the economy, support the business environment, and upgrade infrastructure. At least 25% of the loan component will be directed toward co-financing large-scale investment projects alongside international financial institutions.
Minister Gavriliță emphasized that external support has been fundamental to maintaining Moldova's economic stability during successive global crises. The funding aims to increase energy efficiency and improve public services while consolidating public finances.
Over the past five years, Moldova has received 73.2 billion MDL in state loans. Approximately 46.1 billion MDL supported the national budget and social programs, while 27.2 billion MDL funded strategic infrastructure and regional development projects.
