Authorities analyze the creation of a new agency to manage major European projects

Authorities in Chisinau are considering establishing a new structure to oversee major European projects and manage foreign funds. This initiative comes as the Republic of Moldova prepares to handle increasingly significant European investments in its journey towards joining the European Union.
The announcement was made by Maia Sandu, who stated that one of the biggest challenges is the limited capacity to implement projects.
“The government is exploring how it can establish a single institution to manage large projects. This issue is significant at both the national and local levels. While some projects are being implemented, there are others where more progress could have been made,” Maia Sandu said on a show with Realitatea.
Authorities have assessed the experiences of several European Union member states that have struggled to absorb EU funds, including the model utilized in Greece. According to the president, a specialized agency in Greece has helped accelerate project implementation.
“In Greece, they achieved much more through this new agency. Our neighbors, including Romania and Bulgaria, also faced difficulties, which is why it's important to choose the right model for effectively using these resources,” Maia Sandu explained.
The head of state emphasized that the Republic of Moldova must quickly enhance its administrative capacity to efficiently utilize the European funds that are set to arrive, including a 1.9 billion euro financial package from the European Union for the period up to 2027.
“We must address this problem so that the funds are delivered. We need to ensure these resources are used effectively, and that people see results as quickly as possible,” declared Maia Sandu.
It is important to note that the European Union has approved a support package for the Republic of Moldova worth 1.9 billion euros for the period between 2025 and 2027. This funding aims to support reforms, economic development, and prepare the country for EU accession.
The funds will be disbursed in stages and are contingent on the authorities in Chisinau successfully implementing reforms in areas such as justice, the economy, infrastructure, energy, and public administration.
