Moldova and Romania sign a memorandum to strengthen electoral cooperation
The Central Electoral Commission (CEC) of the Republic of Moldova and the Permanent Electoral Authority (AEP) of Romania have signed a Memorandum of Understanding and Cooperation on electoral matters. The document establishes new avenues for collaboration between the two institutions, including the strengthening of institutional capacities, cybersecurity, the digitalization of electoral processes, and the refinement of legislation regarding elections and referendums. The CEC and the AEP signed the memorandum in Bucharest during a meeting between their representatives.
The CEC delegation, led by the institution's Chair, Angelica Caraman, and Vice-Chair Pavel Postica, met with the leadership and representatives of the Permanent Electoral Authority (AEP) to discuss recent developments in the electoral field and the priorities of both institutions.
According to the CEC, the discussions focused on the administration of electoral processes, the refinement of the regulatory framework, the strengthening of institutional capacities, the digitalization and security of electoral processes, as well as the professional development of electoral officials and the exchange of experience.
A specific topic of discussion was the Republic of Moldova's European integration path and the opportunity to leverage Romania's experience—as a European Union member state—to align the regulatory framework and electoral practices with European standards.
CEC Chair Angelica Caraman emphasized the importance of cooperation with electoral institutions in Romania.
"For the Republic of Moldova, Romania is a close partner and a key reference point on our European path. For the Central Electoral Commission, the experience of the Permanent Electoral Authority is particularly valuable," stated Angelica Caraman.
She noted that this experience would be utilized, among other things, in the process of harmonizing electoral legislation and practices.
"We aim to leverage this experience—including in the process of aligning electoral legislation and practices with European standards—and to continue developing joint projects and initiatives that contribute to the modernization of electoral administration," the CEC Chair added.
The memorandum, signed by Angelica Caraman and AEP President Adrian Țuțuianu, reaffirms both institutions' commitment to continue and deepen bilateral cooperation and establishes a framework for new avenues of collaboration. These include strengthening institutional capacity, protecting electoral rights, developing and implementing innovative electoral technologies, cybersecurity, refining electoral legislation, and the professional development of specialists involved in organizing electoral processes.
The CEC and the AEP announced that they would continue their dialogue and translate the established priorities into concrete initiatives and activities, aiming to contribute to the development of modern, resilient electoral administrations and to ensure electoral processes characterized by integrity and transparency.
The CEC delegation's visit to Bucharest continues with working sessions and exchanges of experience with representatives of the Permanent Electoral Authority regarding various aspects of organizing and administering electoral processes.
