Moldovan local authorities can apply for $20,000 grants

Moldova’s local authorities can apply for up to $20,000 under a new financing initiative by November 13, 2026, to develop and test solutions to local challenges.
Six financing mechanisms available
The Innovative Financing Initiative targets local authorities in the Republic of Moldova, Armenia, North Macedonia and Ukraine. Selected communities will receive financial support and technical assistance to develop and implement innovative financing mechanisms.
Applicants can choose one or more of six mechanisms listed in the programme’s Solutions Catalogue: working capital, municipal bonds, community land funds, community co-financing platforms, municipal asset management and monetisation, or more efficient property tax collection.
Proposed solutions must address specific challenges facing local communities. These may include limited local revenues, restricted access to finance, difficulties attracting private investment, low citizen participation or insufficient administrative capacity to attract investment.
The mechanisms do not necessarily have to generate revenue. They must help remove barriers to local development and investment.
Funding conditions and local contributions
Each selected local authority can receive up to $20,000 (approx. 360,730 MDL), alongside technical assistance tailored to its needs.
Beneficiaries must contribute at least 10% of the financial assistance received. Contributions can be made in cash or in kind, including through material resources.
Application deadline and implementation period
Applications must be submitted by November 13, 2026. Selected projects are scheduled for implementation between January and November 2027.
The participation guide, application form and eligibility criteria are available on the initiative’s official website.
The Mayors for Economic Growth (M4EG) initiative was launched in 2017 and is funded by the European Union. Since 2021, the United Nations Development Programme (UNDP) has implemented it in cooperation with local authorities and other partners.
The Urban Experiment Fund, which also supports the Innovative Financing Initiative, is funded by the Government of Slovakia.
