Moldova university merger: Efficiency or erosion of excellence
Citing declining student enrollment and financial difficulties, the Moldovan Cabinet of Ministers has approved the merger of the State University of Physical Education and Sport (USEFS) into the Moldova State University (USM).
Effective in 2024, the decision has sparked mixed reactions, with supporters pointing to potential benefits while critics decry it as a blow to athletic development.
Reasons for the Merger:
Declining Enrollment: USEFS has witnessed a steady decline in student enrollment in recent years, making it difficult to sustain its operations financially. Proponents of the merger argue that joining forces with USM, with its larger student body and broader academic offerings, will optimise resources and ensure both institutions' long-term viability.
Financial Challenges: USEFS has been grappling with financial difficulties, and the merger is seen as a way to consolidate budgets and improve financial stability. Proponents argue that the combined resources of the two universities will create a more robust financial foundation.
Reactions to the Merger:
Government Supporters: Education Minister Dan Perciun defended the decision, stating, "We believe that once it becomes part of USM, it will reduce financial problems, consolidate the budget, open up new opportunities, and give the institution a greater opportunity." He emphasised that the merger will not result in job losses, as all USEFS employees will be integrated into USM.
Opposition Concerns: The decision has been met with criticism from some quarters, particularly from the Communist and Socialist Bloc (BCS). BCS deputy Vlad Batrîncea accused the government of "a crime against athletes," arguing that the closure of USEFS would undermine Moldova's athletic development programs. He stated, "Today, within this government, liquidators are operating. Those who mock the past of Moldova and those who have worked to make this performance institution exist in Moldova. An institution that has trained thousands of athletes, world and European champions. It is a crime."
Moving Forward:
The merger is expected to be implemented gradually, with all USEFS students transferred to USM by 2024. The universities will work together to ensure a smooth transition and minimise disruption to academic programs. The long-term impact of the merger remains to be seen, but it is a significant development in Moldova's higher education landscape.
