The legislation would bring these refugees into the country's compulsory health insurance system, granting them the same rights and obligations as Moldovan citizens.

The bill, a collaboration between the Ministry of Health and the National Health Insurance Company, maintains the protected status of employed Ukrainian refugees. Employers would be responsible for submitting employment information to the State Tax Service, which determines eligibility for the insurance program.

Previously, employed Ukrainian refugees were granted insured status under special provisions related to the state of emergency. Data from early February indicates that 1,302 Ukrainian citizens held jobs in Moldova. The cost of their medical care will be covered by the compulsory health insurance fund, as outlined in the 2024 budget.

The bill now awaits a second reading and final approval by Parliament.
