Promo-LEX Report highlights need for improved transparency in legislative decision-making
A recent report by Promo-LEX emphasizes the necessity for enhanced transparency in legislative decision-making. This includes recommendations to publish documents related to the legislative process, approve activity plans for parliamentary committees, utilize control mechanisms, and manage public spending more efficiently.
Nicolae Panfil, the program director at Promo-LEX, mentioned during the show "În Context" that not all legislative acts are publicly accessible.
“The Parliament has the tools needed to inform involved parties when drafting decisions adopted by the Government. This leads to better preparation for public consultations and reduces societal resistance to measures that haven't been adequately discussed or understood. Government projects that undergo public consultations tend to be of significantly higher quality. Unfortunately, only 16% of draft laws submitted by deputies have been subjected to public consultations”, said Nicolae Panfil.
The Promo-LEX expert advocates for the involvement of civic actors in the legislative process. He noted, “Expert council formats should not replace broad consultations. We should not have unrealistic expectations regarding this working tool. The most problematic laws are often those that have not passed through public consultation. Civil society has reacted on several occasions. Last year, expert councils were created for 7 out of 11 committees, but there appears to be hesitation among specialists in certain fields who might want to participate because their involvement is voluntary.”
Former Minister Răzvan Cotovelea said during the show that the current legislative body embodies a European dynamic and spirit.
“Starting negotiations for accession to the European Union is not easy, but the current spirit and ambition are evident. Many members of Parliament are eager to contribute, which is beneficial for both Moldova’s accession process and the reforms that need to be implemented. The institutions of a European state must operate continuously”, said Former Minister Răzvan Cotovelea.
The annual report titled “Monitoring the Activity of the Parliament of the 11th Legislative, August 2023 – July 2024” was launched on Monday. It examines the Parliament's progress and shortcomings, while offering recommendations for enhancing the legislative process. The event underscored the importance of European integration and the legislative body's responsibility to adopt laws in alignment with EU standards and ensure transparent governance. The study analyzes five key areas: adherence to legislative procedures, the activities of standing parliamentary committees, parliamentary oversight, communication with citizens, and the management of the institution's budget.
